The Government of India under the Ministry of Commerce and Industry established the Agricultural and Processed Food Products Export Development Authority (APEDA) under the Agricultural and Processed Food Products Export Development Authority Act, which was enacted by Parliament in December 1985. All exporters of items listed in the APEDA Act must register with the agency. APEDA provides information, guidelines and financial assistance for the development of the scheduled products. According to the Foreign Trade Policy, a Registration-cum-Membership Certificate (RCMC) is required for exporters in order to avail the benefits under the policy. Holding the certificate can also help exporters in availing benefits with respect to Customs and Excise.
Any person exporting any one or more of the scheduled products shall apply to APEDA Authority to be registered as an exporter of the Scheduled product. RCMC stands for Registration Cum Membership Certificate. APEDA issues RCMC to exporters who are engaged in various activities of exporting agricultural and processed food.
The task of registering and safeguarding intellectual property rights in relation to “Special Goods” in India or abroad has also been given to APEDA.
The APEDA Registration-Cum Membership Certificate (RCMC) is a certificate that identifies an exporter dealing with items registered with an Indian government-approved agency. The certificate is issued by the APEDA Export Promotion Councils (EPCs) and is valid for 5 years. An exporter seeking an RCMC must specify his primary business in the application. This application would be sent to the appropriate Registering Authority.
If an export product is not covered by an Export Promotion Council/Commodity Board, etc., RCMC must be obtained from FIEO. Furthermore, multi-product exporters who are not registered with any EPC and whose main line of business is still to be determined have the option of obtaining RCMC through the Federation of Indian Exporters Organisation (FIEO).
To apply for RCMC, you must have an active IEC (Import – Export Code). To submit the application, you must have an updated IEC Profile and a linked Digital Signature token or Aadhaar e-signature.
